Packed inside a lightweight archive, CPU Limiter makes it possible for you to define custom rules that can redirect the processing power of your PC to certain applications.Using it is relatively easy, as there are not many options to deal with. The main window consists of a main panel that reveals all the defined rules, and a few buttons to  modify or delete them, or create new ones.

Create rules based on certain conditions

Creating a new rule requires you to fill in a few forms. The rule system is based on a condition-action relationship. The condition you set must include one process or a list of processes with the logical 'AND' operator between them (wildcard is supported). You can also configure the status of the processes (running or not running), and set their state (foreground, background, or both).Additional settings are available, which allow you to configure whether the Internet connection should be active or not to trigger the CPU limiter.As for the action to perform, you get to define a second list of processes for whom CPU Limiter will restrict the processing power to a user-defined percentage, set per target process.

The main interface of CPU Limiter might not impress much.
