Old-looking interface that requires a complete overhaul

No installation is required, so you just have to unzip the archive and run the executable.As it is still in an early development stage, Mkv Cutter's interface is rather rudimentary. You are greeted by a simple window split into two sections: one for loading the source file and the other that logs all the actions you perform. Once the input file is chosen, the video editor is displayed, with its large preview area and a few controls to cut the video.

Set the start and the end frames, and create cut lists

Mkv Cutter makes use of MKVInfo to extract information about the frame positions and calls FFVideoSource to load and preview the video.  The navigation controls enable you to jump between frames with ease. You can either use the arrows or choose a frame number to preview.To cut the input video, you must select the start and the end positions. You do so by navigating to the target frame and pressing the dedicated buttons. A section to cut can be added to the cut list, which can be saved to your computer as a CUT file that can be loaded at a later time.To proceed, you must select the location of the output and the folder where Mkv Cutter will store temporary data. Optionally, these temporary files can be kept, but, by default, they are deleted.

A cutter for H.264 MKV files that needs further improvements

What you should keep in mind about Mkv Cutter is that it can only accurately process H.264 content and it only supports 4:2:0 content. There is much work to be done to make it a reliable video cutting tool. The encoding process is limited and immature, and there is room for improvement in several areas.
