esplit is a small, simple application specially designed to help you extract specified frames and planes in ECAT 6.3 or 7.x matrix file to a new file. This tool is command prompt based, so don't expect any fancy interface to help you with the whole process. Please note that this program interpretes ECAT 7 files as if they had only one plane.
