A closer look at sipcli
SipCLI The SIP (Session Initiation Protocol) that corresponds to this application is based on RFC 3261. It enables users to play wave files to a remote SIP endpoint, but it has some conditions: it has to be encoded with G.711 A-Law and Mu-Law, as other codecs are not supported for playback. Users can set the application to read a text message by appending the "-t" argument when loading the application and also send one by using the "-m" argument in the same manner. SipCLI makes use of Microsoft TTS (Talk-To-Speech) engine to generate audio output from the text.
