The applet contains only three PARAM tags because it reads all the data it requires for setup and navigation from a configuation file. That file is specified in the "datasource" PARAM tag.
The second PARAM tag is required so that anybody viewing your page source can determine the origin of the applet.
The third tag is used by Internet Explorer to load the Java applet. Netscape Navigator uses the archive statement in the APPLET tag.
