Dynamic Internet Publisher accomplishes this by querying your chosen mail server for your current external IP address. It then copies the information into a simple Web page with a built-in redirect tag, and publishes it via FTP to the location of your choice.
The program then waits for a while and rechecks your IP. If it has changed, it publishes a new Web page. You can even specify the delay time.
