You can add any kind of program to a menu including separate and rollover images. However, only JPG images are supported.

MakeCD also lets you create up to five menus, nest menus, and use the "Test Run" feature while you are developing a menu.

The program has a simple interface, and allows you to configure the "Browse CD" button as well.
